Full-Service Mail…

USPS® posted their final Federal Register notice, outlining all the details you’ll need to know about preparing Full-Service mail. With the latest announcements from USPS, these requirements will eventually become reality. You’ll need to:

  1. Print Full-Service Intelligent Mail barcodes on all automation letters, flats and postcards. The Full-Service IMb includes a sequence number field that must stay unique across all your mailings for at least 45 days.
  2. Use the new 24-digit tray barcode on all trays and sacks. This barcode also has a sequence number that must stay unique for at least 45 days. This new tray label will also be required for non-automation mailings.
  3. Generate pallet placards with a new container barcode if you submit your mail on a pallet. This barcode also has a unique sequence number.
  4. Submit your mailing documentation electronically. You can use Mail.dat, Mail.XML or the Postal Wizard to send your postage statements, qualification reports and other documentation directly to PostalOne!.
  5. Schedule your drop shipment appointments using FAST®.

Postmaster General Patrick Donahoe on USPS Budget Solutions

In 2003 we delivered 51 billion pieces of first-class mail. This year we’re going to deliver 21 billion, so we lost 60 percent. If you think about 30 billion pieces at today’s rate of $0.46 apiece, it’s almost $14 billion that we’ve lost. Now, in that time frame, we’ve actually taken costs out of this organization to the tune of $15 billion.

Pallets and Container Placards… There is confusion on when Pallets are required and when Placards are required.   From the DMM…

8.5.2 Required Preparation

The following standards apply to Periodicals, Standard Mail, Parcel Select, and Package Services, except Parcel Select mailed at NDC Presort, ONDC Presort, DSCF, and DDU prices.

a. Mailers must prepare a pallet to the required sortation level(s) for the class of mail when a mailing contains 500 or more pounds of bundles, sacks, or parcels or 72 linear feet or six layers of letter trays for the destination.

b. For bundles of flat-size mailpieces or bundles of irregular parcels on pallets, after preparing all possible pallets under 8.5.2a., when 250 or more pounds of bundles remain for an ADC (Periodicals) or for a NDC/ASF (Standard Mail, Parcel Select, and Package Services), mailers must prepare the ADC or NDC/ASF pallet, as applicable for the class of mail. Exception: If there are no ADC or NDC/ASF pallets in a mailing and 250 or more pounds remain for an SCF, mailers must prepare the SCF pallet.

c. Bundles that cannot be placed on an ADC, NDC/ASF, or SCF pallet may be placed on mixed ADC pallets if allowed by the specific standards for the class and shape of mail, or be placed in sacks (8.9.1).
